The purpose of the The Health Care Reform Institute

Introductory Letter from the Director
I have retired, after more than  4 decades, from the private practice of Obstetrics and Gynecology, in Oakland, California, but continue to serve as a Fellow inThe American College of Obstetrics and Gynecology, The American College of Surgeons and England's Royal Society of Medicine.

During those years, I assisted in the training of new  specialists at the University of California in San Francisco until appointed to the Chancellor's Advisory Committee for the Establishment of a  medical program on the UC campus in Berkeley, California and was appointed  Clinical Professor of Health and Medical Sciences and became the first Chairman of the Department of Obstetrics and Gynecology.

During the years in private practice I served as Chief of the Obstetrical and Gynecological Department at Providence Hospital and Highland Alameda County Hospital in Oakland, and was appointed to several local, state and federal committees dealing with Hospital Medical Staff mergers, health care resource and manpower development.

While President of the San Francico Academy of Hypnosis in 1974, I helped originate and served as a Director and Partcipant in their Annual Workshop that trained Physicians, Dentists, Clinical Psychologists, Medical and Dental Students in the use of Medical Hypnosis.[1964-1985].

In addition, I participated in study groups (or as an independent researcher), evaluating health care delivery systems throughout the world (more than 20 nations in Asia, Europe. North and Central America) including Russia and China. My observations are to be found in three books more than 80 articles and letters published in medical, non-medical journals and newspapers.

The writings of Pollster Daniel Yankelovich, who views health care delivery reform effort as a multi-year process rather than a political event, influenced my position concerning this social reformation. The fate of Hillary Clinton's Task Force, [which is discussed in some detail, in my first book "Health Care Reform-Facts and Fiction", 1998] is testimony to the public's concern that change in the vital industry that delivers health care be made at a "comfortable" pace, thus supporting Machiavelli's teachings that major social changes are painful, and are made slowly in societies.

In my opinion, if the current "Private Managed Care" effort should fail, that failure would encourage the development of a government controlled health care delivery system much like any one of those being abandoned throughout the civilized world. [Canada and Britain the easiest to follow].

Managed care must be made to work. Physicians should help in such an effort, but they may not be asked to partcipate. This is a matter that should/will concern every man, woman and child in our nation.

Vincent W Cangello MD, FACOG, FACS, FRSM

NB: I am currently the Director of the Health Care Reform Educational Institute [HCREI] in Oakland, California. [A 501c3 non Profit Corporation] whose mission statement clearly states its intent to educate the American people on matters related to their health care delivery system.
